UBD Achieves ASEAN Digital Certification: ICT Centre Reaches Competency Level 1 Standard

(Bandar Seri Begawan, 26th) The University of Brunei Darussalam (UBD) Information and Communication Technology Centre (ICTC) has recently successfully obtained "Competency Level 1" (CL1) certification in the ASEAN University Network Digital Transformation (AUN Dx) pilot assessment. This fully affirms the center’s well-established systems in digital governance, information management, and quality control.

With this certification, UBD has also become one of the first higher education institutions in the region to complete this assessment.

This AUN Dx pilot assessment was held at UBD from June 22 to 23, 2026, making it one of two pilot assessments carried out by the AUN Dx thematic network this year, with the other assessment conducted simultaneously at the University of Santo Tomas (UST) in the Philippines.

This pilot assessment aims to promote exchanges and learning among the ASEAN University Network and participating institutions, enabling each university to review its own Information and Communication Technology (ICT) governance level according to the AUN Dx framework and to gather assessment experience as a key reference for future revisions of the "AUN Dx Assessment Guidelines" and the development of version 2.0 of the framework.

According to the "AUN Dx Assessment Guidelines," participating institutions must be assessed according to maturity levels, including Foundation, and Competency Levels 1 to 3 (CL1 to CL3).

To obtain the Competency Level 1 certification, UBD's ICT Centre first had to demonstrate comprehensive implementation of all Foundation-level standard practices, covering five main areas: organizational management, project governance, product development, service management, and information security management.

Subsequently, the centre further underwent four Competency Level 1 practice assessments, including information documentation management, quality assurance, organizational training, and risk management, and successfully met all relevant requirements.

The successful achievement of Competency Level 1 certification reflects that the UBD ICT Centre has established a robust documentation management mechanism, quality management process, and risk control system, demonstrating the ability to systematically promote digital operations and governance, thus laying a solid foundation for UBD's ongoing deepening of digital transformation.

UBD stated that this achievement is an important milestone in its digital transformation journey, not only receiving affirmation from international benchmarking agencies but also further enhancing the university's capacity to align with regional standards in ICT governance.

In the future, UBD will continue to support the development of the ASEAN University Network Digital Transformation Thematic Network and actively participate in promoting the continuous improvement of ICT governance and digital transformation capabilities among ASEAN higher education institutions.
