On Saturday (March 7), Cai Qi, member of the Politburo Standing Committee of the CPC and secretary of the Central Secretariat, emphasized that carrying out education to establish and practice a correct outlook on political achievements is an important task in Party building this year. The requirements of 'upholding the Party for the public, benefiting the people, scientific decision-making, and diligent implementation' must be implemented. He stressed the need to integrate study, inspection, and reform, and focus on resolving the problem of deviated views on political achievements. He also demanded that local leadership changes use correct personnel orientation to guide a spirit of entrepreneurship.
According to official media Xinhua News Agency, Cai Qi attended the deliberation of the Qinghai delegation, to which he belongs, on Saturday morning. Qinghai Governor Luo Dongchuan, Renqing Zhaxi, mayor of Huashixia Town, Mado County, Guoluo Prefecture, Qinghai Province, and Jiang Zhigang, director of Xining River Governance Center, Qinghai Province, and other deputies to the National People's Congress spoke successively.
Cai Qi stated that the government work report delivered by Chinese Premier Li Qiang adheres to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, focuses on high-quality development arrangements for the opening year, fully embodies the decisions and deployments of the CPC Central Committee, responds to concerns and expectations of the people, and is a 'truth-seeking, pragmatic, inspiring, and enterprising good report.' He said he fully supports this report.
Cai Qi pointed out that after five years of continuous struggle, the '14th Five-Year Plan' (2021 to 2025) has been successfully concluded, and China's economic strength, scientific and technological strength, national defense strength, and comprehensive national power have all reached new heights. The root of these achievements lies in the leadership of the CPC Central Committee with General Secretary Xi Jinping at its core and the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.
He also called for a deep understanding of the decisive significance of the 'Two Establishes' and resolutely implementing the 'Two Upholds', and to press forward with more vigor in advancing Chinese-style modernization.
'Two Establishes' refers to establishing Xi Jinping’s core position in the CPC Central Committee and in the whole Party, and establishing the guiding position of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Cai Qi pointed out that this year marks the 105th anniversary of the founding of the CPC and the opening year of the '15th Five-Year Plan' period (2026 to 2030). Based on consolidating foundations and acting comprehensively, he called for adhering to the general principle of pursuing progress while maintaining stability, fully and accurately implementing the new development philosophy, firmly establishing and practicing the correct outlook on political achievements, and driving a good start for the '15th Five-Year Plan.'
Cai Qi also fully affirmed the new progress and achievements made by Qinghai in various undertakings and hoped Qinghai would thoroughly study and implement Xi Jinping’s important speeches and instructions on Qinghai’s work, maintain strategic resolve, give full play to comparative advantages, promote differentiated and characteristic development according to local conditions, and write a new chapter in Chinese-style modernization for Qinghai.
He called for adherence to ecological priority, firmly grasping the main task of maximizing ecological functions, strengthening integrated protection and systematic management of mountains, rivers, forests, farmland, lakes, grasslands, and deserts, and making Qinghai a beautiful business card of China. He urged strengthening the 'Four Areas' articles of industries, increasing the ‘green content’ of the economy, and forging a new path of coordinated progress through ecological priority and green development.
Strengthening the 'Four Areas' refers to making Qinghai a national clean energy industry highland, an international ecotourism destination, a supplier of green organic agricultural and livestock products, and a world-class salt lake industry base.
Cai Qi demanded adherence to putting people’s livelihood first, promoting coordinated economic and social development, addressing people’s livelihood issues with dedication and care, and holding the bottom line against large-scale return to poverty. He called for firmly grasping the work of ethnic unity, forging a strong sense of community for the Chinese nation, and promoting interaction, exchange, and integration among all ethnic groups.
He also called for increasing the supply of cultural services and products, promoting the integration and development of culture and tourism, enhancing the protection and activation of cultural heritage, launching more quality masterpieces, and enhancing people's sense of gain and happiness. He urged deepening and expanding the construction of the Party in emerging fields, continuously advancing organizational and work coverage, strengthening ideological and political guidance and service management, effectively preventing and resolving conflicts and risks, and improving the level of social governance.
Cai Qi also called for using the Party’s political construction to lead all work in Party building and persisting in promoting full and strict Party self-governance. He urged continuous efforts to reduce formalism and burdens on the grassroots.
