The police in Chongqing, Sichuan Province, China, have launched a criminal investigation against Shen Boyang, a legislator from Taiwan's ruling Democratic Progressive Party (DPP) known for his strong anti-China stance. Authorities allege that he engaged in separatist criminal activities by founding the 'Taiwan independence' organization 'Black Bear Academy.'
According to a report from the CCTV News app, the Chongqing Public Security Bureau issued a statement on the 28th, saying that, in order to resolutely crack down on Shen Boyang's separatist criminal activities—such as founding and establishing the 'Taiwan independence' separatist organization 'Black Bear Academy'—and pursuant to relevant provisions of the 'Criminal Law of the People's Republic of China' and 'Opinions on Legally Punishing the Crimes of Separating the Country and Inciting Separation of the Country by Stubborn Taiwan Independence Elements,' they have decided to open a criminal case against Shen Boyang for suspected crimes of separating the country and will pursue his criminal responsibility.
In October last year, China’s Taiwan Affairs Office under the State Council placed Shen Boyang and the Black Bear Academy on the list of 'stubborn Taiwan independence elements' and imposed sanctions. The Black Bear Academy was founded in 2021 and aims to train three million civilian 'Black Bear Warriors' in three years to help defend Taiwan. Shen Boyang is one of its co-founders.
On Tuesday, Taiwan Affairs Office spokesperson Chen Binhua stated that Shen Boyang had initiated and established a 'Taiwan independence' separatist organization, widely promoted separatist ideas, and long engaged in criminal activities aimed at dividing the country, making him an out-and-out 'stubborn Taiwan independence element.' The public security authorities' decision to open a criminal investigation into him is a concrete action to implement the 'Opinions on Legally Punishing Stubborn Taiwan Independence Elements for Separating the Country and Inciting Separation,' and represents a just and necessary move to oppose 'Taiwan independence' separatism and safeguard national unity.
Chen Binhua also said that 'Taiwan independence' separatist activities are the greatest real threat to peace and stability across the Taiwan Straits, and that stubborn 'Taiwan independence elements' are national traitors and criminals who undermine cross-Straits relations, divide the country, and seek independence and provocation. Striking hard and punishing to the full extent those very few stubborn 'Taiwan independence elements' whose separatist words and deeds are malicious and whose separatist activities are rampant is necessary to protect the interests and well-being of the vast majority of Taiwan people and to safeguard national sovereignty and territorial integrity.
In June this year, State Council Taiwan Affairs Office spokesperson Zhu Fenglian issued a statement noting that Shen Boyang’s father, Shen Tucheng, serves as a responsible person at Taiwan’s Zhaoyi Company. Because this company engages in business cooperation with certain mainland enterprises, it was decided to impose sanctions on the company and prohibit cooperation.
Shen Boyang later responded on Facebook, stating that his family does business in Central and South America and places orders with various countries around the world. If mainland China wants to punish his family's business, it is, in fact, sacrificing the interests of its own people who produce goods.
