The new national standard for electric pedal bicycles (referred to as electric bicycles in China) takes effect in China on Monday (September 1), stipulating that the maximum design speed must not exceed 25 kilometers per hour. A transitional sales period is set, allowing vehicles that do not meet the new standard to be sold until November 30.
According to China News Service, the newly revised mandatory national standard "Safety Technical Specifications for Electric Bicycles" introduces new regulations on speed limits and the proportion of plastic materials used in electric pedal bicycles.
To prevent the occurrence of “unauthorized speed unlocking,” the new standard specifies that once the speed exceeds 25 kilometers per hour, the motor will automatically stop providing power output.
Additionally, since plastic is combustible and can accelerate the spread of fire and release a large amount of toxic gas during a fire, the new standard requires that the total mass of plastic used in electric pedal bicycles should not exceed 5.5% of the total vehicle mass.
The new standard also improves anti-tampering requirements for the battery pack, controller, and speed limiter of electric pedal bicycles, and adds Beidou positioning, communication, and dynamic safety monitoring functions.
According to a CCTV News report in July, there is a three-month transitional sales period for the implementation of the new standard, allowing sales until November 30 this year.
However, the new standard mainly targets production, sales, and business activities of enterprises. Ordinary consumers who have already purchased electric pedal bicycles not meeting the new standard will not be forced to discard them.
