He said that facing a world of unprecedented changes and geopolitical risks and challenges, under the strong leadership of the Central Committee of the Communist Party of China with Comrade Xi Jinping at the core, China has insisted on high-quality development as the main theme, focused its efforts on doing its own affairs well, has not feared risks, nor been confused by disturbances, has fought hard to overcome obstacles, and has unswervingly advanced towards the predetermined direction, successfully accomplishing the main economic and social development goals and tasks. The 14th Five-Year Plan has been concluded successfully, laying a solid foundation for the start of the 15th Five-Year Plan.

In addition, he said that in 2025, China's total economic output will exceed 140 trillion yuan (about 20 trillion US dollars) for the first time, an increase of 5.0% year-on-year, smoothly achieving the main development targets for the year. The total value of imports and exports exceeded 45 trillion yuan, an increase of 3.8%, continuing to maintain its status as the world's largest trader of goods. Among them, exports grew against the trend by 6.1%. China's economic contribution to world economic growth reached approximately 30%. Once again, China has provided certainty to the world through its own development and injected more momentum into global economic growth.

Xing Weiping revealed that new quality productive forces are accelerating their development, with 'Made by China' benefiting the world. The United States' economic and technological containment and suppression against China cannot scare China. Instead, it has inspired China to accelerate the enhancement of independent innovation ability – the so-called 'chokepoint' list is getting shorter and the list of independently controllable technologies is getting longer.

He stated that according to data from the World Intellectual Property Organization, China's innovation index ranking entered the global top ten for the first time. Young scientists make up as much as 42.72% of the AI sector in China, the highest in the world. In the air, the 'Jiutian' drone had its maiden flight; the Tianwen-2 embarked on its 'chasing stars' journey; on land, the world's first commercial supercritical carbon dioxide generator unit was put into operation, the CR450 EMU set a new speed record for China's high-speed rail; at sea, the first electromagnetic catapult aircraft carrier was officially commissioned, and the 'Jiaolong' achieved its first manned deep dive in Arctic ice areas. Numerous achievements in scientific and technological innovation have gone global, demonstrating the hard power of 'Made by China'; open source large models like 'DeepSeek' have disrupted the industry paradigm of 'computing power is power'; for the first time, China has become a net exporter of industrial robots, with export volume increasing by 48.7% year-on-year; wind and photovoltaic products have been exported to more than 200 countries and regions worldwide, with more than 80% of global photovoltaic modules and 70% of wind power equipment coming from China; the production and sales of new energy vehicles both exceeded 16 million, maintaining their global No.1 status for 11 consecutive years; among every three smartphones sold globally, one is made in Guangdong.

'The answers regarding people’s livelihood are heartwarming, and the color of happiness is even brighter. The achievements of poverty alleviation have been continuously consolidated, with cumulative assistance to more than 7 million families to eliminate the risk of falling back into poverty. Food production has hit new highs for two consecutive years, standing at the level of 1.4 trillion jin, with per capita grain possession exceeding 500 kilograms, higher than the internationally recognized safety line standard of 400 kilograms. Policies such as childcare subsidies and free preschool education have been successively implemented, effectively reducing residents' burdens and stimulating consumer willingness. The total retail sales of consumer goods topped the 50 trillion yuan threshold for the first time, with Chinese consumers spending an average of more than 137.3 billion yuan every day. China has built the world's largest education, medical, and social security system, with social security expenditure as a proportion of GDP increasing from 4% in 2012 to nearly 8% in 2025, roughly equivalent to the level of middle- and high-income countries. The average life expectancy reached 79 years, 5 years higher than the world average. There's no such thing as a small matter in people’s livelihood – every leaf and branch matters. As long as every 'small family' is thriving, China, this 'big family,' will be prosperous and flourish.'

At the same time, he said that China's diplomacy is forging ahead through waves, with higher quality upgrades in its opening-up to the outside world. Last year, China solemnly commemorated the 80th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War, and for the first time legislated to establish Taiwan Recovery Day, fully demonstrating China's responsibility in safeguarding world peace.

'We successfully hosted major international events such as the SCO Tianjin Summit and the Global Women's Summit. President Xi Jinping’s Global Development Initiative, Global Security Initiative, Global Civilization Initiative, and Global Governance Initiative reflect the common aspirations of people in all countries and are increasingly valued and supported worldwide. In the face of certain countries' reckless tariffs, China firmly safeguards its legitimate rights and interests and the common interests of the international community, resolutely upholds economic globalization and trade liberalization, and steadily advances high-level opening-up. It has become the main trading partner of more than 150 countries and regions. On December 18, 2025, the Hainan Free Trade Port was officially closed and operated. In just over a month, 5,132 new foreign trade enterprises were registered, and offshore duty-free shopping reached 4.86 billion yuan (nearly US$700 million), a year-on-year increase of 46.8%. International business events hosted by China, such as the CIIE, Canton Fair, CIFTIS, and CICPE, are becoming better every year. The visa-free “circle of friends” continues to expand, and more and more international friends choose to come to China to invest, do business, travel, and share the dividends of China’s development.'

Xing Weiping, in his speech at the Spring Festival reception hosted by the Consulate last night, emphasized that China's development cannot be achieved without the leadership of the Communist Party of China. Scientifically formulating and successively implementing five-year development plans is an important experience in the governance of the CPC.

'Since the founding of New China in 1949, the CPC has persisted in following a single blueprint to the end, has compiled and implemented 14 five-year plans, and has led the Chinese people in creating the two major miracles of rapid economic development and long-term social stability. In October last year, the Fourth Plenary Session of the 20th CPC Central Committee was successfully held, at which the proposals for the 15th Five-Year Plan for National Economic and Social Development were reviewed and adopted, charting the blueprint for China's development from 2026 to 2030 and providing the world with an 'opportunity list' to share in the intelligent and green development of the Chinese economy.'

As the world's largest political party in long-term power, the CPC is deeply aware of its responsibility, and clearly understands that corruption is its greatest enemy. It must persistently advance strict governance of the Party in an all-round way, firmly oppose and punish corruption. Strengthening party member discipline and conduct is a key measure for the CPC to govern the Party and unite strength. On December 4, 2012, the Political Bureau of the CPC Central Committee adopted eight-point regulations, starting with itself, to rectify the problems of formalism, bureaucracy, hedonism, and extravagance, and to advocate for truth-seeking, honest administration, and thrift as the new style of the era.

He said that over the past ten or so years, China has adhered to fighting corruption and rectifying unhealthy tendencies. By governing the country with excellent conduct, China won the battle against poverty, historically solved the problem of absolute poverty, successfully realized its first centenary goal, and embarked on a new journey of Chinese-style modernization, striving towards the achievement of the second centenary goal. The Chinese nation is now closer than at any time in history to the goal of great rejuvenation, and has more confidence and ability than ever before to accomplish this mission.
