Laos to Launch Southeast Asia's Largest Wind Power Plant

Laos' first wind power plant, which is also Southeast Asia's largest wind power project—the "Monsoon Wind Project" is expected to be officially launched by the end of this year. Currently, all 133 wind turbines required for the project have been fully installed.

The project has an installed capacity of 600 megawatts with a total investment of $930 million. It spans Dak Cheung district in Sekong Province and Sanxay district in Attapeu Province, covering an area of 68,000 hectares. It is the region's first cross-border wind energy project.

According to a 25-year power purchase agreement, the electricity generated will be exported to Vietnam. The national electricity company of Vietnam (EVN) will be responsible for receiving it and transmitting it through a 500-kilovolt transmission line.

The project is developed by Impact Energy Asia Development Co., Ltd. As early as 2011, the company signed a memorandum of understanding with the Laotian government to conduct feasibility assessments. The project officially moved forward in 2022 after obtaining the concession agreement and is operated by "Monsoon Wind Power Company Limited".

The Ayala Group's renewable energy platform ACEN in the Philippines announced on May 19 that it has completed the installation of all turbines. ACEN holds a 25% economic interest in the project. Construction of the project began in March 2023.

The turbine towers used in the wind farm are 140 meters and 110 meters high, with the site selection based on an eight-year wind data analysis from 2015 to 2023.
