Hainan Offshore Duty-Free New Policy Implementation: 506 Million RMB in Revenue in First Week

The implementation of China’s new Hainan offshore duty-free policy generated 506 million RMB (about 29.75 million Malaysian ringgit) in the first week, a year-on-year increase of over 30%.

According to a report by China News Service, on Saturday (November 8), reporters learned from Haikou Customs that in the first week since the implementation of the new Hainan offshore duty-free policy (November 1-7), Haikou Customs supervised duty-free shopping transactions totaling 506 million RMB, with 72,900 shoppers—an increase of 34.86% and 3.37% year-on-year, respectively.

Among them, the newly added categories—pet supplies, portable musical instruments (including small appliances and electronic consumer products)—sold a total of 1,488 items, with sales value of 2.7468 million RMB; outbound travelers purchased 886 offshore duty-free items, totaling 2.2047 million RMB; island residents made 403 “immediate purchase and pickup” transactions, totaling 356,100 RMB.

The adjusted and optimized Hainan offshore traveler duty-free shopping policy took effect on November 1, introducing five main changes: new duty-free product categories, expanded supply, permission for domestic products to enter offshore duty-free shops with tax exemption support, adjusted minimum shopping age, expanded policy coverage to more travelers, and optimized “immediate purchase and pickup” for island residents.

To ensure the efficient operation of the new policy, Haikou Customs has piloted a credit-based rating regulatory system for duty-free enterprises, establishing a comprehensive, intelligent, and efficient customs supervision service model. Relevant officials stated that they will continue to optimize regulation methods, driving policy benefits through both institutional innovation and smart regulation to ensure safe and efficient realization of policy advantages and support the high-quality development of Hainan’s offshore duty-free industry.
