Residential Area Warehousing Halted – Violation of Planning Regulations Faces Fines Up to BND 200,000

(Bandar Seri Begawan, 14th) An unapproved industrial warehousing activity carried out on five residential lots in Kampong Tanah Jambu, Mentiri, Brunei-Muara District, has ceased operations after authorities took action for violating planning regulations.

The Department of Town and Country Planning stated that the activities were conducted without obtaining planning permission, which contravened Section 23(2) of the Town and Country Planning Act, Chapter 248. Officials pointed out that these five lots are located in a residential area and are not designated for industrial use.

The activities mainly involved industrial warehousing, which could potentially disturb nearby residents through noise, involve frequent loading and unloading of goods, heavy vehicle traffic, and extended operating hours—all posing possible impacts on the surrounding residential environment.

The Department had previously instructed the landowners, after routine monitoring and inspection, to stop the activities, clear the affected areas, and restore the lots to residential use.

The industrial warehousing operations have since been relocated to a designated industrial area in accordance with the authorities’ recommendations.

The authorities remind the public that industrial activities must be carried out in designated locations with appropriate facilities to minimize disturbance to nearby communities and reduce risks related to traffic, safety, and road capacity.

Under the relevant legislation, offenders, if convicted, may be fined up to BND 200,000; in cases of ongoing violations, an additional fine of up to BND 10,000 per day may be imposed.
