On the 18th, Chinese Premier Li Qiang attended the 24th Meeting of the Council of Heads of Government (Prime Ministers) of the Shanghai Cooperation Organization (SCO) Member States in Moscow, the capital of Russia. Leaders and representatives from SCO member states, observer states, and dialogue partner states, along with host country guests and relevant international organizations, were present. The meeting was chaired by Russian Prime Minister Mikhail Mishustin.
Li Qiang stated that as an important force in the construction and reform of the global governance system, the SCO has both the conditions and capabilities to play a greater role in promoting a 'world of order,' especially by jointly implementing the global governance initiative. First, by leveraging its unique advantages; second, by focusing on the key areas of development and security; third, by unleashing strong momentum for innovation and transformation, strengthening cooperation in technology and industrial innovation, and promoting collaboration in both traditional and renewable energy. He also noted that China is willing to jointly build and make good use of the China-SCO Digital Economy Cooperation Platform and Science and Technology Innovation Cooperation Center, and steadily advance new projects in the next five years, adding 'ten million kilowatts of photovoltaics' and 'ten million kilowatts of wind power.'
All parties present stated that the SCO is playing an increasingly important role in promoting regional integration and building a just and equitable multi-polar world. Parties should work together to implement the outcomes of the Tianjin Summit, improve the organizational mechanism, link up with the Belt and Road Initiative, implement the development strategy for the next ten years, and promote cooperation in connectivity, economy and trade, security, culture, and other fields. They should also practice the global governance initiative, uphold multilateralism, and reinforce the central role of the United Nations.
After the meeting, Li Qiang and the leaders of the member states signed a joint communiqué and cooperation documents in the fields of economy and trade, railways, social development and security, and approved resolutions related to the development of the SCO.
