DBKU issues 15 notices to developers over dirty roads

KUCHING, May 28: The Kuching North City Commission (DBKU) has issued a total of 15 notices to developers responsible for causing dirt and debris on public roads due to construction vehicle activity.

Deputy Premier and Minister of Public Health, Housing and Local Government, Datuk Amar Dr Sim Kui Hian highlighted the enforcement was carried out under By-law 22(d) of the City of Kuching North (Earthworks) By-laws, 2002.
“In addition to issuing notices, DBKU also imposes a Construction Waste Deposit of RM500 and a sum equivalent to one per cent of the total project value. This serves as a guarantee to cover any road damage caused by construction activities,” he said when delivering his ministerial winding-up speech at the Sarawak Legislative Assembly (DUN) Sitting today.

On infrastructure development, Dr Sim reported that under the 12th Malaysia Plan (12MP), his ministry was allocated a ceiling of RM470.436 million for the implementation of various development projects across 25 local authorities.

As of April 30, 2025, a total of RM297.20 million (63.1 per cent) had been disbursed for projects such as road and drainage improvements, waterfront enhancements, upgrading of markets, provision of public amenities like toilets and libraries, and landscape beautification.

Dr Sim also highlighted the success of the Projek Rakyat initiative, under which 236 projects worth RM849.7 million have been approved since 2018.

“To date, 134 projects have been completed, while the remaining 102 are progressing through various stages of implementation,” he said.

On Rural Transformation Projects (RTP), he noted that the Sarawak government has approved 7,328 RTPs from 2015 to 2025, with a total allocation of RM1.288 billion channelled to local authorities. Of these, 5,588 projects—representing 76 per cent—have been completed. For 2025, 738 RTPs worth RM107.67 million are currently being implemented.

Meanwhile, under the Malaysian Road Record Information System (MARRIS), Dr Sim revealed that the ministry received RM283.237 million this year for the maintenance of council roads and related infrastructure. As of end-April 2025, RM78.866 million has been disbursed to local authorities.

He further noted that 16 local authorities have been allocated a total of RM1.23 billion to implement 189 projects under various regional development agencies.

Additionally, in the first quarter of 2025, the federal government channelled RM42.45 million to his ministry for the implementation of more development projects.
