Cambodia Launches Nationwide Electronic Immunization System, Advancing Vaccine Management Toward Digital Healthcare

Cambodian Minister of Posts and Telecommunications, Chea Vandeth, together with Minister of Health, Chheang Ra, recently presided over the launch ceremony for the "Electronic Immunization Registry System (EIR) and Health Facility Management Information System (HFMIS)" at the Ministry of Posts and Telecommunications, marking a new phase in Cambodia's digital healthcare development.

The event attracted around 360 representatives in person, including government officials, healthcare professionals, and international development partners such as the World Health Organization, UNICEF, Clinton Health Access Initiative, and Gavi, the Vaccine Alliance. More than 3,000 others participated online.

Previously, the Ministry of Health and the Ministry of Posts and Telecommunications jointly developed the National Vaccine Platform (vaccine.gov.kh), which played a critical role during the COVID-19 pandemic. It supported over 8,000 healthcare workers and recorded vaccination data for nearly 15 million people, demonstrating the system's capabilities in cybersecurity and scalability.

To meet more comprehensive immunization management needs, authorities upgraded the system to the Electronic Immunization Registry System (EIR) on this foundation. The system began pilot testing in October 2024, gradually expanding in 2025, and is now officially rolled out nationwide.

As of February 2026, EIR covers 1,443 health facilities across the country, with 2,654 active users, and has cumulatively recorded information of more than 170,000 individuals and over 1.1 million vaccine doses administered.

EIR replaces traditional paper records with a secure and interoperable digital system, enabling healthcare personnel to create complete immunization profiles for individuals, track vaccination progress, and centrally manage all types of vaccine data, including routine immunizations for children, HPV vaccines for girls, tetanus and diphtheria vaccines for women, as well as COVID-19 vaccinations. Citizens can also check their own vaccination records through the MyHealth app.

Meanwhile, the Health Facility Management Information System (HFMIS) enhances regulation of private healthcare services by providing healthcare facility lookup, service and personnel information, license status monitoring, and is equipped with data dashboards and a geographic information system to assist the government in data-driven decision-making.

The two ministries reiterated their commitment to advancing digital healthcare infrastructure in line with the National "Digital Government Policy 2022–2035" and the first phase of the "Pentagonal Strategy" under the leadership of Prime Minister Hun Manet, with the goal of improving public health services.
