On the 9th, China's Ministry of Commerce announced that in accordance with the "Export Control Law of the People's Republic of China" and the "Regulations of the People's Republic of China on the Administration of the Import and Export of Dual-use Items and Technologies" and other relevant laws and regulations, in order to safeguard national security and interests and fulfill international obligations on non-proliferation, it has decided to add Hanxiang Aviation Industrial Co., Ltd. and seven other entities from the Taiwan region to the export control list.
The Taiwan Affairs Office of the State Council of mainland China responded by stating: "Taiwan independence is a dead end, and supporting independence is a wicked path. Enterprises, groups, and individuals who willingly become pawns of ‘Taiwan independence’ separatist forces, participate in splitting the country, and incite crimes of dividing the country will inevitably be severely punished according to the law."
In addition to Hanxiang Aviation, the list also includes Jingwei Aerospace Technology Company, Chung-Shan Institute of Science and Technology, Zhongshuo Technology Co., Ltd., International Shipbuilding Co., Ltd., China Shipbuilding Co., Ltd., Lungteh Shipbuilding Co., Ltd., and ACDC Technology Co., Ltd.
Among them, Hanxiang Aviation is Taiwan's defense contractor. It was formerly a military unit and research institution and has cooperated closely with the Chung-Shan Institute of Science and Technology. It is currently actively negotiating with foreign companies to develop next-generation fighter jets and advanced trainers, such as the U.S. military’s F16V upgrade related businesses. The Chung-Shan Institute of Science and Technology is a Taiwanese defense research institution, with the main goal of establishing an independent defense industry and expanding both defense and dual-use technologies.
The measures taken by the mainland include prohibiting the export of dual-use items to the above Taiwan region entities, with any ongoing related export activities to be stopped immediately; if export is necessary in special circumstances, exporters should apply to the Ministry of Commerce. This announcement will take effect from the date of publication.
Spokesperson Chen Binhua of the State Council Taiwan Affairs Office also responded on the same day, pointing out that since Taiwan regional leader Lai Ching-te took office, he has stubbornly adhered to a "Taiwan independence" stance, vigorously promoting separatist fallacies, and attempting to "seek independence by relying on foreign countries" and "pursuing independence by force." Some entities in the Taiwan region have participated in this, abetting the evil. He stated that this move by the Ministry of Commerce is a necessary measure to defend national sovereignty and territorial integrity, as well as to safeguard peace and stability across the Taiwan Strait. It is also a serious warning to the ‘Taiwan independence’ separatist forces for repeatedly provoking by seeking “independence.” The Taiwan Affairs Office strongly supports this.
