Russian presidential aide Ushakov stated on the 28th that Russian President Putin had a phone conversation with US President Trump that day, and both sides believe that a temporary ceasefire under the pretext of a referendum would only prolong the Russia-Ukraine conflict.

He pointed out that the call between Putin and Trump lasted about 1 hour and 15 minutes, and the atmosphere was friendly and pragmatic. Trump emphasized the need to end the Russia-Ukraine conflict as soon as possible.

He stated that Russia and the US are forming two working groups, which will be responsible for security issues and economic affairs, respectively. In order to completely end the military conflict, the Ukrainian side should make political decisions regarding the Donbas region (mainly including the Donetsk and Luhansk regions).

He said that during the call, Trump told Putin that he is convinced Russia hopes to resolve the Ukrainian crisis through political and diplomatic means, and that he will take Russia's wishes into consideration when meeting with Ukrainian President Zelensky.

Ushakov said that after the meeting, Trump will again consult with Putin about the results of the meeting.

On the 26th, Zelensky stated in an interview with American media that he hopes to reach an agreement on a framework to end the Russia-Ukraine conflict at his meeting with Trump on the 28th, including a "timetable." He also stated that if Russia agrees to at least a 60-day ceasefire, he is willing to put the proposed Russia-Ukraine "peace plan" to a public referendum.
