(China, 28th) China has announced that starting next year, it will implement export license management for pure electric passenger vehicles.
The Ministry of Commerce, Ministry of Industry and Information Technology, General Administration of Customs, and State Administration for Market Regulation explained in an announcement on the 26th that this move is to promote the healthy development of the new energy vehicle trade.
According to the announcement published on the Ministry of Commerce’s website, export license management will be implemented for goods named "other passenger vehicles equipped only with a drive electric motor and with a Vehicle Identification Number (VIN)".
The conditions for enterprises applying for export qualifications, management methods, application procedures, as well as the application and issuance of export licenses shall be implemented in accordance with the relevant provisions of the "Notice on Further Regulating the Order of Automobile and Motorcycle Product Exports." Customs inspection of exported pure electric passenger vehicles will be conducted based on the current and effective Catalogue of Import and Export Commodities Subject to Inspection.
The announcement will be officially implemented starting January 1, 2026.
According to foreign media reports, the total export volume of Chinese electric vehicles reached 1.65 million units last year, nearly double that of 2022.
