Zelensky: Ukraine and the US Need to Sign a Separate Legally Binding Agreement

Ukrainian President Zelensky stated on the 8th that Ukraine insists on signing a separate, legally binding security guarantee agreement with Western allies, primarily the United States.

In a media interview, Zelensky emphasized that the strongest security guarantees Ukraine can obtain come from the United States, provided that the security guarantees offered by the US are not the 1994 Budapest Memorandum or "empty promises," but must be legally binding, that is, passed by a vote in the US Congress.

He said that the national security advisors of Ukraine and some European leaders will jointly review the latest version of the Russia-Ukraine "peace plan" brought from the US by Ukraine’s lead negotiator, Umerov. The review is expected to be completed on the night of the 9th and then submitted to the US side for consideration.

He pointed out that the earlier 28-point Russia-Ukraine "peace plan" proposed by the US has been reduced to 20 points. "To be very frank, points unfavorable to Ukraine have been withdrawn," but "no compromise has been reached on the complicated issue of territory."

Earlier, Zelensky posted on social media that he met in London that day with British Prime Minister Starmer, French President Macron, and German Chancellor Merz, discussing topics such as joint diplomatic efforts toward the US and the provision of defense support for Ukraine.
