China has released a plan with 14 specific tasks aimed at promoting the retraining of rural labor forces and improving their employment prospects.
According to reports from CCTV News and Reuters, on Monday (July 7), nine ministries including the Ministry of Commerce and the National Development and Reform Commission jointly issued the "2025 Domestic Services to Promote Agriculture Action Work Plan." The plan sets forth 14 specific tasks in four areas to continuously improve and expand the domestic services industry and support the advancement of rural revitalization.
The release of this plan comes at a time of tense Sino-US relations, economic slowdown, and increasing challenges posed by climate change. In April this year, China announced a ten-year plan to build up its agricultural strength: the "Plan for Accelerating the Construction of an Agricultural Powerhouse (2024-2035)."
Official data shows that China currently has nearly 300 million rural migrant workers, with about 100 million expected to reach retirement age within the next decade.
The latest domestic services plan proposes to support rural laborers seeking employment in the domestic services sector, enhance their employability, improve employment security in this field, and provide entrepreneurship and employment services for rural laborers in the domestic services industry.
According to the plan, in supporting rural laborers' employment in the domestic services sector, efforts will be made to introduce domestic services into communities and continuously carry out domestic labor job-matching initiatives; in enhancing the employability of rural laborers in the domestic services sector, the development of vocational education in this field will be promoted.
In terms of improving employment security, the plan calls for strengthening housing guarantees, enabling domestic service workers who migrate to cities to have equal access to basic public services, helping them integrate into local society as soon as possible, and reinforcing social security.
