Three employees at a paper mill in Zhengzhou, Henan, suffocated to death while on the job. Liu Ning, Secretary of the Henan Provincial Committee of the Communist Party of China, has instructed that proper aftermath arrangements be made and that those responsible for rule-breaking and illegal operations be strictly held accountable.
According to Henan Daily, on Saturday (June 13), Liu Ning visited Mianchi County and Lingbao City in Sanmenxia to inspect workplace safety measures. In response to the same day's suffocation deaths of paper mill workers while cleaning sludge from a pulping pool in Xinmi City, Zhengzhou, he pointed out that lessons must be deeply learned and those responsible strictly pursued.
Liu Ning also emphasized that as an important province for mineral resources and mining in China, Henan must never relax vigilance on mine safety production.
He requested that all local governments and departments in the province focus on special rectification in key industries and sectors such as coal mines, non-coal mines, fireworks and firecrackers, hazardous chemicals, gas, industrial and trade, construction, cultural tourism, and education, launch severe crackdowns on illegal activities, and ensure that all identified risks and hidden dangers are corrected through closed-loop management.

With the flood season having arrived in many parts of China, Liu Ning also reminded all to stay on high alert, strengthen monitoring and early warning, consultations and assessments, and emergency preparedness, and to reinforce prevention and response measures against mountain floods, geological disasters, and urban waterlogging, firmly safeguarding the bottom line of preventing mass casualties and ensuring safe passage through the flood season.
