【Two Sessions】China Adds Momentum, Develops Five Major Industries

In his government work report on the 5th, Chinese Premier Li Qiang mentioned that China will focus on developing five future industries: future energy, quantum technology, embodied intelligence, brain-computer interface, and 6G.

According to United Daily News, analysis suggests that the current primary policy tasks include boosting technological progress and innovation. It is expected that this year government resources will be mainly directed towards domestic substitution in the technology sector, which is anticipated to see significant development in the new year.

According to Reuters statistics, this year’s government work report mentions “technology” 33 times, “innovation” 36 times, and “artificial intelligence” seven times. The report also proposes more concrete directions for future industries such as brain-computer interface and intelligent agents (AI Agent; AI proxy).

The Hong Kong Economic Times summarizes the 2026 government work report's references to “emerging industries,” which include integrated circuits, aerospace, biomedicine, and low-altitude economy (for 2025, commercial aerospace, low-altitude economy, and deep-sea technology). As for “future industries,” the report mentions future energy, quantum technology, embodied intelligence, brain-computer interface, and 6G (in 2025, biomanufacturing, quantum technology, embodied intelligence, and 6G), showing that the connotations of related industries continue to evolve.

On the “ministers’ passage” after the opening of the National People's Congress on the 5th, Minister of Industry and Information Technology Jin Zhuanglong stated that efforts must be made to promote AI computers, AI phones, and smart homes; to vigorously push forward research and iterative innovation of new generation AI products, including brain-computer interfaces, autonomous driving vehicles, and robots, and to promote scientific and technological breakthroughs and technology iteration; and to strongly support the development of intelligent agricultural machinery and smart medical equipment.

Minister of Science and Technology Yin Hejun pointed out that China has made new breakthroughs in chip research. China’s science and technology innovation index has risen to tenth in the world.
