To vigorously promote the development of AI, China’s State Council released a document on the 21st, announcing the deep implementation of the 'AI+' initiative, which was made public on the 26th. The document calls for accelerating six key actions and strengthening eight foundational capabilities, and assigns overall coordination to the National Development and Reform Commission (NDRC). It requires all regions to ensure effective implementation and to foster a good atmosphere of 'whole-society participation.'
This document, titled 'Opinions on Deeply Implementing the ‘Artificial Intelligence (AI)+’ Initiative,' first states that China should fully leverage its advantages of 'rich data resources, a complete industrial system, and broad application scenarios' and strengthen 'forward-looking planning, systematic layout, tailored industry measures, open sharing, and safe and controllable practices.' The focus is on the fields of 'technology, industry, consumption, people's livelihood, governance, and global cooperation' to deeply implement the AI+ initiative.
The opinions state that this will give rise to new infrastructure, new technological systems, new industrial ecosystems, new job positions, and more. It will accelerate the cultivation and development of 'new quality productive forces,' enabling all people to share the benefits of AI development and better serve the construction of 'Chinese-style modernization.'
The opinions propose to speed up six major key actions. First is 'AI+ Science and Technology,' to accelerate scientific discovery and drive innovation and efficiency in R&D models; second is 'AI+ Industrial Development,' to cultivate intelligent, native business models and new business forms, promote all-factor intelligence in industry, accelerate the digital and intelligent transformation and upgrading of agriculture, and innovate new models for service sector development; third is 'AI+ Consumption Upgrade,' to expand new scenarios for service consumption and foster new business forms in product consumption.
Fourth is 'AI+ People's Well-being,' to create smarter work styles, promote more effective learning methods, and build a higher-quality and better life; fifth is 'AI+ Governance Capacity,' to start a new era of human-machine co-existence in social governance and shape a multidimensional and co-governed model for safe governance; sixth is 'AI+ Global Cooperation,' to promote inclusive AI sharing and jointly build a 'global AI governance system.'
The opinions also call for strengthening eight foundational support capacities, including enhancing foundational model capabilities, innovating in data supply, strengthening the coordination of intelligent computing power, optimizing the environment for application development, promoting a thriving open-source ecosystem, strengthening talent team development, reinforcing policy and regulatory guarantees, and raising the level of security capabilities.
The opinions require the NDRC to strengthen overall coordination. All regions and departments must act according to local realities and circumstances to effectively implement measures and ensure results. Demonstration and leadership should be strengthened, experiences and practices should be summarized and promoted in due course, publicity and guidance should be enhanced, social consensus should be widely consolidated, and a 'good atmosphere of whole-society participation' should be fostered.
